The European PPWR legislation brings major changes for everyone placing packaging on the market. This includes not only boxes and shipping packaging, but also polybags, hangtags, and even garment hangers. The regulation was introduced in 2025 and will be implemented gradually over the coming years.
From August 2026 onwards, the first concrete obligations will apply to new packaging production. This means that companies must actively demonstrate compliance and establish processes for sustainability and documentation.
Key Points to Consider
1. Mandatory Conformity Assessment
From 12 August 2026, manufacturers must be able to demonstrate that their packaging complies with PPWR requirements before it is placed on the market. This is done through a conformity assessment, including technical documentation and an EU Declaration of Conformity.
2. Mandatory Identification and Information
Packaging must include identification and contact details of the manufacturer. This information may also be provided through a document or a digital solution such as a QR code.
3. Action in Case of Non Compliance
If packaging does not comply with the requirements, manufacturers are obligated to take corrective actions and report the issue to the relevant authorities. A robust quality management system is therefore essential.
4. Working Towards 2030
The legislation will be introduced in phases, with the ultimate goal that by 2030 all packaging will be recyclable and contain at least 35 percent recycled material.
